Goal:

The online registration of cadastral surveys by all surveyors and the online approval of surveys by territorial authorities.

Strategy:

Promote the uptake of e-survey and TA e-certification, contract and manage external training providers to deliver on site training to each business,

Achievement:

Development of communication plans, marketing plans and budgets for business as usual and mandatory business case proposals.
National uptake of TA e-certification up 300%. Lodgement of surveys electronically up from approximately 15% of all surveys to over 35%.
91 % of high volume customers using electronic lodgement with 100% of firms in this group trained.
An RFP (Request for Proposal) process completed through GETS resulting in contracts being signed with two training providers.  Budgets and business plans were prepared for a mandatory business case which was agreed by Cabinet.

Summary:

This contract had multiple facets
1.   The survey profession was adopting electronic lodgement of surveys but the enablement and training process was not delivering as it should. With LINZ proposing a decision to make electronic lodgement mandatory it was vital to lift the training delivery standards. This has been achieved through the review of outsourcing contracts and delivery standards.
2.   The Territorial Authority sector is a vital link in the end to end process of electronic survey lodgement. Computer Based Training tools and face to face training was developed and implemented for TA e-certification.
