The industry training sector is an intriguing balance between three groups:

• Industry Training Organisations, (ITOs)
• Providers 
• Government (TEC & NZQA)

In turn Industry Training Organisations balance the needs of Employers, Trainees, their representative industry organisations or associations and Government.
